Biography:

Electronic Engineer degree (UBA) & Telecommunication Magister degree (ITBA), with a thesis on "Wireless Multimedia Services". Telecommunications Regulatory Framework graduate courses in Austral University ; “Asociación Argentina del Derecho de las Telecomunicaciones (AADT)” and Pontifical Argentine Catholic University (UCA).

Creator and Director of the Digital TV Graduate Career at Palermo University. This is the first graduate career of its kind in Latin America. -Regulatory Affairs Expert (1999-2006): he worked in the Network Strategies Direction in the analysis of regulation from technology, anticipating threats and opportunities for the network and services of Telefonica. Development of first fixed wireless network in 3.5 and 10.5 GHz in main cities of Argentina.

-Calling Party Pays Product Manager (1997-1999): Introduction in Argentina of Calling Party Pays (CPP) in cellular service all over Telefonica country area.

-Wireless Operators Account Manager (1994-1997): he worked in the initial interconnection to PSTN of cellular networks in argentine provinces, the extension of existing interconnections in Buenos Aires area and the implementation of first personal paging service.
